Abramson & Rand has a long history in Howard County with its Senior Partner Joel Marc Abramson. Joel graduated from Ohio University in 1965 with a major in political science; he went on to American University Law School graduating in February of 1968 with a juris doctorate degree. Upon graduation he obtained a job with the County Attorney’s Office of Montgomery County. He then worked on Capitol Hill, initially as a Legislative Assistant to Senator Harrison Williams (D-N.J.), followed by a Legislative Assistant to Congressman George Brown (D-CAL.). In 1969, he was asked by Senator Charles McMathias (R-MD) to be his Counsel. In this capacity he also functioned as Minority Counsel to the Separation of Powers Sub-Committee of the United States Senate Judiciary Committee. While on "Capitol Hill," Joel taught Criminal Law to District of Columbia Police candidates as a part-time instructor at the American University Law School Program.

 

In the spring of 1972, Joel began his private practice in Howard County; initially as a Criminal Prosecutor (at that time, one was allowed to also pursue a private practice) and shortly thereafter joined with Richard Talkin to form Talkin and Abramson, and subsequently as an interim partnership as Talkin, Abramson, Fox and Schwartz, a general practice firm which became one of the pioneer firms in Howard County and was at the forefront of many of the exciting changes of both the laws and the community. Talkin & Abramson disbanded in 1990. Joel founded the Domestic Relations Subcommittee of the Howard County Bar and became its first chairperson. He was formerly chosen by the Howard County Bar to be a member of the Board of Governors of the Maryland State Bar Association, and was asked at that time by the Maryland Bar Association to give numerous lectures in the area of Domestic Relations as part of its Continuing Education Program. Joel was formerly counsel to many local organizations, including: the Maryland Home Builders, Columbia Association, the Howard County Farm Bureau, Howard Associates, various local Village Associations, etc.

Joel has practiced as the Law Offices of Joel Marc Abramson continuing to specialize together with its staff of attorneys and paralegals in trial advocacy serving the residents of Howard County and its surrounding Counties until October 2009 when he formed a partnership with Christopher L. Rand. Joel is admitted to practice before the Maryland Court of Appeals, the United States Court of Appeals for the Fourth Circuit, the United States District Court for the District of Maryland, the Supreme Court of the United States of America, the United States District Court for the District of Columbia, and is also a member of the District of Columbia Bar.
